Two different things get sold under the same label, and confusing them causes most of the trouble further down the line.
Calculation tools run live math against a reference library and report how far off the answer sits.
Cross reference charts are fixed published pairs. Somebody made those calls once, years ago, and the reasoning behind each pair is invisible to you now.
Pick the first kind. A match with no Delta E value attached is just a guess somebody else made on your behalf.
The Pantone system standardizes printing ink. RAL standardizes surface coatings. Pantone Matching System launched in 1963 around 18 base inks mixed to published formulas. RAL issued its first 40 binding industrial shades in 1927. Neither system was designed to reference the other.

The current Pantone Formula Guide holds 2,390 market-driven spot colors across coated and uncoated stock, including 224 additions in the latest edition (Pantone).
RAL Classic grew to 216 shades after the 2020 expansion at imm Cologne, which added RAL 2017 RAL Orange and RAL 9012 Cleanroom White (RALcolorchart).
Do the division. That leaves roughly 11 Pantone positions for every single RAL Classic shade.
Four digits, and the first one carries the meaning.

6 green, 7 grey, 8 brown, 9 white and black
The remaining three digits run sequentially with no hue logic behind them (RALcolorchart).
Shade names like Melon Yellow are auxiliary. RAL recommends quoting number and name together, because transposed digits are easy to miss and expensive to catch late.
C: coated stock, the default for most brand books and the one printers assume.
U: uncoated stock, measurably lighter and duller than the same number in C.
TCX and TPG: fashion and interiors references on cotton and on paper, not interchangeable with graphics codes.
Same digits, different measured values. Feeding a converter the U variant when the brand standard is C shifts the RAL result before the math even starts.
Two reasons stack. A 216 shade library cannot cover 2,390 source positions, so nearly every conversion lands on a neighbor rather than a twin. Ink on paper and pigment in coating also occupy different gamuts, which pushes some Pantone colors outside RAL entirely.
Most Pantone to RAL pairs land between Delta E 1 and Delta E 6, according to PantoneTools.
Greys, blacks and straightforward primaries convert tightly. Saturated reds, fluorescents and metallics sit at the boundary of one gamut or both, and the error climbs accordingly.
Then there is metamerism, which catches people out on signed-off jobs.
Two samples can measure as matching under D65 daylight and visibly split under TL84 store lighting or incandescent (JUST-Normlicht). Dark colors are the usual offenders, blacks and dark blues especially.

Konica Minolta puts the acceptance bar at Delta E under 1.0 for luxury cosmetics and around 2.0 for non-visible automotive components.
Tolerance is a commercial decision, not a physical constant.
The chain has four steps. Pull LAB values for the Pantone reference, pull LAB values for every shade in the target RAL collection, compute a color difference score against each one, then rank ascending. Lowest score wins.
Three formulas do the comparison, and they disagree:
CIE76: straight Euclidean distance in LAB. Fast, and wrong in the blues.
CIE94: adds lightness and chroma weighting. Decent for print and basic manufacturing (3nh).
CIEDE2000: weights lightness, chroma and hue separately, defined under ISO/CIE 11664-6.
CIEDE2000 is the one worth insisting on. It corrects the blue-purple region where older formulas overstate visible change, which is exactly where RAL 5000 series matching lives.
Illuminant and observer settings matter too. D50 is the reference white for print LAB, D65 anchors sRGB, and the 2 degree observer differs from the 10 degree. A converter that silently swaps these produces a different winner.
Most free web converters never touch LAB at all.
They take a hex value, treat it as truth, and measure distance in RGB space. RGB distance has no relationship to perceived difference, so the ranking it produces is close to arbitrary.
Running a code through a Pantone to hex converter is a reasonable first look. It is not a measurement.
Check before you trust a tool: does it report a Delta E number, and does it name the formula? No number, no formula, no confidence.
RAL is four separate libraries, not one. The collection you point the converter at changes the answer, and picking RAL Classic by reflex costs accuracy on colors that RAL Design would have nailed.

RAL Design was built in 1993 on the CIELAB system and does not overlap RAL Classic at all, which is why it often produces a tighter match (RALcolorchart).
RAL P2 carries 160 opaque and 40 transparent shades, sitting alongside the 100 RAL Classic colors in P1 (RAL Colours).
The selection rule: RAL Design plus for the smallest Delta E, RAL Classic when the powder coater needs to actually source the stuff on a normal lead time.
Conversion accuracy tracks color family, not individual codes. Neutrals and mid-saturation hues land inside Delta E 1 to 3. Saturated reds, oranges, fluorescents and metallics push past Delta E 4 because they sit at the edge of one gamut or both.

Worked example: RAL 3020 Traffic Red is commonly returned as approximately Pantone 485 C, and the pairing runs in both directions (qConv).
Jet black is the friendliest conversion in the set. RAL 9005 shows up as the default black across automotive components, fencing, tooling and metal furniture, and almost any dark neutral in a brand book lands on it.
Published cross reference charts disagree with each other, and that is not a printing error. Different compilers used different Pantone guide editions, different illuminants and different formulas.
Treat any chart you find as one opinion. Two charts agreeing on a pair is worth more than one chart stating it confidently.
The manual route takes about 20 minutes and beats every free web tool. Pull authoritative LAB values from both sides, run CIEDE2000 yourself, shortlist the three lowest results, then confirm against physical references before anything gets ordered.
Step one. Export the Pantone LAB values from Pantone Color Manager. Go to View, then Fandeck, select the library, then File, Export, and choose L*a*b* rather than sRGB (X-Rite).
Step two. Pull RAL LAB values from RAL Digital 5.0, which exports .acb libraries that InDesign and Illustrator read directly.
Step three. Calculate CIEDE2000 across the candidate shades. A spreadsheet handles this, though a free calculator saves an hour of formula debugging.
Step four. Shortlist the three lowest scores instead of accepting the top result. The second-place shade is sometimes available in the finish you need when the winner is not.
Step five. Compare physically under D65 in a light booth, then switch the illuminant and look again. That second look is where metameric pairs give themselves away.
One habit worth stealing from coatings people: record the LAB values you started from, not just the RAL number you ended on. Six months later, when a second supplier queries the shade, the number alone will not settle the argument.
No single application does the whole job. Design software holds the Pantone side, RAL software holds the RAL side, and a color difference calculator bridges the two. Spectrophotometers handle the physical end when a coated sample already exists.

RAL iColours lists L*a*b*, sRGB, CMYK and light reflectance values for every shade in the Classic, Design and Effect collections (RAL).
On instruments, one warning worth heeding. The X-Rite eXact 2 is built for paper, corrugated and carton board, so it is the wrong device to point at a powder coated panel.
Coatings need the Ci or MA series, or an on-site colorimeter. RAL iColours pairs directly with the Colorix ColorCatch NANO, which reads and evaluates 50,000 pixels per measurement and discards shadow and surface dirt (RAL).
Free web converters fill the gap in between. Most of them run RGB approximation and report a "similarity percentage" rather than a Delta E score, which tells you nothing you can put in a purchase order.
Only three books survived. Pantone + CMYK Coated, CMYK Uncoated and Metallic Coated stayed in Creative Cloud after November 2022 (Print & Graphic Communications Association).
Everything else moved behind a Pantone Connect license at $14.99 monthly or $89.99 a year (Design Domination).
The practical consequence for conversion work: authoritative Pantone LAB values now sit behind a subscription, or inside an Illustrator install predating August 2022 that nobody wants to update.
Conversion returns a color, not an appearance. Gloss level, film thickness, substrate and cure all move the finished result after the RAL number is locked. The same pigment reads darker and more saturated at high gloss than it does in matt.
Two samples with identical pigmentation but different gloss are perceived differently, and the glossier one wins on depth every time (Powder Coated Tough). Measure both surface effects separately.
Film thickness moves the color too.
QUALICOAT requires a minimum average of 60 microns on architectural aluminium, with no individual reading below 48 microns.
Thin coats on yellows and reds go translucent before they go wrong, which is why light colors fail visual inspection more often than dark ones.
Gloss terminology is where specifications quietly break. Matt means anything below 10 gloss units at one shop and up to 30 at another (Fractory).
Quote the number. The word is meaningless across suppliers.
RAL's own primary standards make the same point. RAL 840-HR covers all 216 shades semi-matt, while RAL 841-GL covers only 196 in high gloss (RAL USA).
Twenty RAL Classic shades have no high gloss reference standard at all.
Same powder, same oven, different metal.
An applicator coating RAL 7016 Anthracite Grey on aluminium and steel panels in one run found the steel read visibly darker (Universal Powder Coating).

Panel size matters as well. A 50 mm chip and a 3 metre facade panel in the same shade do not read alike, and no converter accounts for that.
Verification runs in three stages. Compare against a physical RAL reference, view a coated sample panel under D65 plus a second illuminant, then measure with a spectrophotometer and record the Delta E against your target value.

ISO 3668 sets the booth conditions for paint comparison: illuminance between 1,000 and 4,000 lux, panels touching and side by side about 500 mm from the eyes, viewed at 45 degrees to the light.
The booth interior runs matt neutral grey at L* 45 to 55, and disputes get settled under D65 unless both parties agreed otherwise beforehand.
Order a coated sample panel before the full run. Not a chip. A panel, in the finish and on the substrate the job actually uses.
QUALICOAT assesses color deviation from the certified RAL card under ISO 11664-4 and publishes Delta E tables broken down by RAL family, alongside a separate list of critical colors that behave badly.
Then the part most people skip. RAL does not prescribe color tolerances, because it cannot control what gets manufactured from its cards (RAL).
Nobody sets the number for you. Write the target RAL, the measured LAB values and a maximum acceptable Delta E into the purchase order, or you have no basis to reject a batch later.
Conversion happens wherever a brand color specified for print has to land on a physical surface. Architecture, signage, industrial machinery, transport livery and product housings all buy coatings by RAL number while their identity documents are written in Pantone.

RAL's institutional history explains why the system dominates public infrastructure. The golden yellow of the German flag is RAL 1021, ICE trains run in RAL 7035, and RAL 1004, RAL 1021 and RAL 1032 are tied to the Swiss, Austrian and German postal services (VeriVide).
Safety work adds a second layer. ISO 3864-4 lists RAL color names in Annex E as examples for safety colors, RAL 1003 Signal Yellow among them, though that annex is informative rather than binding (Kollmorgen).
Signage is where the conversion earns its keep. A logo approved in Pantone gets fabricated as powder coated aluminium letters, and the RAL number on the fabrication drawing is the only color instruction the workshop ever sees.
Six mistakes account for nearly every failed conversion. Wrong Pantone suffix, screen-sampled source values, no Delta E check, wrong RAL collection, monitor approval, and treating one conversion as valid across every finish of the same shade.

Screen sampling deserves its own warning. Pulling a color off a rendering or a photograph and feeding it into a converter bakes monitor calibration, image compression and ambient light into the answer.
A Pantone color finder that reads an image is a decent starting point for a mood board. It is not a source of specification values.
Monitor approval is the expensive one. Sign-off on a screen skips gloss, substrate and metamerism in a single click, and those three account for most rejected batches.
One habit separates people who get this right from people who redo it. They treat the RAL number as one line in a specification rather than the whole answer.
The brand style guide entry that actually holds up reads: target RAL number, gloss unit value, substrate, source LAB coordinates, and maximum Delta E. Five fields, and every one of them settles an argument that a bare RAL code cannot.
